President Ruto outlines Kenya's plan to tackle AI disinformation risks

President William Ruto has announced a set of measures to combat the spread of disinformation using artificial intelligence (AI) in Kenya. 

Speaking at the launch of the Fifth National Action Plan on Open Government Partnership, Ruto emphasised the need to regulate AI to prevent its misuse, particularly in spreading false information that could threaten democracy.

“We are also implementing a regulatory regime that forestalls the abuse of new technologies, including artificial intelligence, which leads to disinformation that threatens our democracy,” said President Ruto. 

This initiative aims to build cooperation between Kenya and international partners to ensure ethical and responsible use of AI technologies. 

His remarks come after incidents in 2021 and 2023 where AI-generated content reportedly fueled social unrest in the country. 

Earlier this year, there were mass protests linked to the government’s proposed tax increases, which were exacerbated by AI-driven misinformation.

The government’s plan includes developing a robust legal framework to manage the risks associated with AI. 

President Ruto stressed the importance of creating guidelines that prevent AI misuse while allowing it to be a tool for growth. 

The government intends to work closely with global organisations to promote responsible AI practices.

Despite concerns about AI misuse, Kenya is also looking to use AI to drive growth. 

The Ruto administration has partnered with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to develop a National AI Strategy. 

This plan aims to leverage AI in various sectors like healthcare, education, and agriculture to boost digital infrastructure and economic development.

Additionally, a proposed bill seeks to create the Kenya Robotics and Artificial Intelligence Society, which will help regulate AI use and enforce compliance. 

It proposes penalties for violations, including fines and imprisonment, to ensure AI technologies are used ethically and responsibly in Kenya.
